Letter from the President & CEO
What’s New and What’s Next for Southwest Fresno

Southwest Fresno is entering an important period of opportunity.
After decades of redlining and disinvestment, we are seeing new housing development, public and private investment, and renewed attention to the future of Fresno’s Golden Westside. Over the next decade, the 93706 community is expected to see more than 1,000 new homes.
“The question is not simply how much investment will come to Southwest Fresno, but who will benefit from it.” – Allysunn Walker, CEO

Our Build, Restore, Preserve
Neighborhood revitalization strategy brings together affordable housing development, homeownership, housing counseling, acquisition and rehabilitation of distressed property, and foreclosure prevention as interconnected parts of a larger revitalization vision for Southwest Fresno.
As you will read in the first edition of our newsletter, that strategy is moving from vision to implementation.
But what comes next matters even more.
I am calling on CDCs in Fresno, across California, and nationwide to join us in protecting federal housing assistance for people with the fewest resources. Our work to build affordable homes must go hand in hand with keeping people in the homes they already have.
Take Action. Contact your U.S. representatives and senators. Ask them to:
- Protect housing counseling funds already approved by Congress.
- Provide at least $5.1 billion for HUD Homeless Assistance Grants in FY27, as recommended by the National Alliance to End Homelessness.

Introducing Fresno County’s first SB4 affordable housing on faith-lands project
Binion Senior Cottages Breaks Ground
Earlier this year, SWFCDC and Westside Church of God broke ground on Binion Senior Cottages, a planned 21-unit affordable housing community for seniors 62 and older. Named for Founder Bishop Paul Binion, the project is the first development in Fresno County advanced under California Senate Bill 4, which creates new opportunities for affordable rental housing on faith-owned land.
Phase I will bring eight affordable cottages to the church’s 1.1-acre property through a 99-year ground lease. Developed in partnership with Legacy Building Company by Wathen and Paul Miller, with support from the Vernal Group, the community will serve seniors earning at or below 60% of area median income. With affordable rents, green space, supportive services, and opportunities for connection, Binion Senior Cottages will provide a place for seniors to age in place with dignity and community.

Citi Foundation
Awards SWFCDC $500,000 to Expand the Home Saver Program
SWFCDC is proud to announce that we were one of 70 organizations nationwide to receive a collective $35 million in grant funding through the 2026 Community Finance Initiative.
Organizations were selected through a competitive RFP process and will receive $500,000 each for programs that help households strengthen their financial well-being.
With a $500,000 grant from Citi Foundation, SWFCDC is expanding its Home Saver Program, a foreclosure-prevention and homeowner-stabilization initiative that helps low- and moderate-income homeowners navigate temporary financial hardship and remain in their homes.
Home Saver recognizes that foreclosure prevention often requires more than one solution. Homeowners work one-on-one with SWFCDC’s HUD-certified housing counselors to assess household finances, develop a sustainable budget, engage mortgage servicers, and pursue available loss-mitigation options.
The 2026 Community Finance Initiative reflects the Citi Foundation’s commitment to helping communities navigate financial pressures and create brighter economic futures. To learn more, please visit www.citifoundation.com.

Investing in Homes, Families & Neighborhoods
What is Southwest Fresno RISING?
Working families who want to become homeowners often encounter a fragmented system: education without housing supply, financing without preparation, or purchase assistance without long-term support. In 2025, we launched SW Fresno RISING (RISING) to solve this problem by aligning this disconnected system into one clear, community-rooted pathway to sustainable homeownership.
RISING prepares families for financial success while restoring neighborhoods block by block. Families receive practical, HUD-approved homebuyer education, personalized one-on-one housing counseling, and support to build strong financial habits. This preparation is paired with access to capital that reduces upfront and closing costs that often prevent qualified buyers from purchasing homes.
Through our partnership with Mechanics Bank, RISING uses a $2 million zero- interest loan to acquire and rehabilitate abandoned, foreclosed, and blighted homes, creating affordable homeownership opportunities for prepared buyers. By pairing this investment with homebuyer education and support, RISING helps families purchase homes while reducing vacancies, strengthening neighborhoods, and keeping wealth in SW Fresno.
RISING demonstrates what is possible when affordable capital, policy, housing supply, and family support move in sync. If you or anyone you know has a home in the 93706 that is for sale or if you need guidance, please contact Tommie@swfresnocdc.org.
